The Cooperative Enterprises play a significant economic and social role in the community. Cooperative Movement has made strenuous efforts in transforming the rural economy of Haryana. The Movement has provided a number of services including financial assistance to Cooperative /Members for boosting professional activities. Presently about more than 32000 Cooperative Societies of various kinds with a membership of more than 56 lacs are working in the State of Haryana. All sectors of the cooperatives are implementing ongoing and new schemes for their members under the guidance of the State Government.

Cooperatives in Haryana are dedicated to fostering comprehensive economic and social development for small and marginal farmers, artisans, and various societies. Their operations aim to uplift the people of the state, with a particular focus on the tribal community. Recognizing agriculture as the lifeline of the state's residents, cooperatives have played a pivotal role in this endeavor.

Principles of Co-Operation Department

  1. Voluntary and Open Membership : Co-operatives are voluntary organizations, open to all persons capable of using their services and willing to accept the responsibilities of membership, without discrimination on basis of gender, social inequality, racial, political ideologies or religious consideration.

  2. Democratic Member Control : Co-operatives are democratic organizations controlled by their members, who actively participate in setting their policies and decision making. Elected representatives of these Co-operatives are responsible and accountable to their members.

  3. Member's Economic Participation : Members contribute equitably and control the capital of their Co-operative democratically. At least a part of surplus arising out of the economic results would be the common property of Co-operatives. The remaining surplus could be utilized benefiting the members in proportion to their share in the Co-operative.

  4. Autonomy and Independence : Co-operatives are autonomous, self help organizations controlled by their members. If Co-operatives enter into agreement with other organizations including Government or raise capital from external sources, they do so on terms that ensure their democratic control by members and maintenanceof Co-operative autonomy.

  5. Education Training and Information : Co-operatives provide education and training to their members, elected representatives and employees so that they can contribute effectively to the development of their Co-operatives. They also make general public, particularly young people and leaders aware of the nature and benefits of Co-operation.

  6. Co-operation among Co-operatives : Co-operatives serve members most effectively and strengthen the Co-operative movement by working togetherthrough available local, regional, national and international Structures

  7. Concern for Community While focusing on the needs of their members, cooperatives work for sustainable development of communities through policies accepted by their members

Functions Of Co-operation Department

Register various kind of Co-operatives according to the basic principles of Co-operation and as per the provisions of the Haryana Co-operative Societies Act, 1984 and Rules framed there under.

Perform the various statutory, quasi judicial and administrative functions specified in the above Act and Rules.

  • Granting state aid to Co-operatives under various schemes launched from time to time.

  • Regulating the working of Co-operative Societies as per provisions of the Act and Rules.

  • Auditing of accounts, system and procedures of all registered co-operative societies on an annual basis.

  • Supervision and inspection of Co-operatives.

  • Settling disputes relating to the constitution, business and management of the societies.

  • Executing awards,decrees, orders and decisions.

  • Winding up of Societies, which fall to satisfy the conditions of registration and efficient management.

  • Depute officers to Co-operatives, whenever necessary for their management.

  • Assist the Government in formulating policies, plans and schemes for the development of the Co-operative movement.

  • Promote training, education and publicity programme for the development of Co-operative Movement in the State of Haryana.
